.s. is proving far harder than expected. stephen schork, editor of the schork report and joins to us explain. stephen, thanks for coming back to the show. >> it is great to be here, thank you. melissa: we make it looo very easy but when i look at the various countries we're talking about and the challenges they're running into it is harder than you think. for example, china is believed to have more shale and oil and gas deposits than us but they don't have enough water to make it work, right? >> that is exactly the case. lack of water in dense populated areas. the fight is to get to drink the water and use water to break up the rocks to get gas to the market. it is quite cumbersome for both china and elsewhere in the globe, melissa. when it comes down here who owns the mineral rights. here in the united states a greater segment of the market owns the mineral rights. for example here in pennsylvania, marcellus shale, landowners get to share in the profits of fracking that is going on. you don't have that elsewhere. you have greater government ownership of mineral rights. this is the governmen

. my name is stephen tennis. you will have to excuse me . i am more than a little bit nervous now. i have been associated with sros for a little over 22 years. i volunteer at central city sro collaborative now and have the last three years. i live at the hotel on -- and have lived there for 9 years. i have been a tenant organizer for the last three years; recently i am the disaster preparedness organizer for central city. for the 22 odd years in sros, one thing that has always bothered me is that people with disabilities and seniors are on every single floor of the hotels. (indiscernible) there are two wheelchair accessible rooms in the fifth floor. i know something can be done. it should be done. if there could be some type of legislation introduced that would require all sros, if you have a disability you are on the first floor. start from the first floor, working up. rather than indiscriminately. we know it is after is going to hit san francisco. we know that. what we don't know is when. the sooner we can get people off the top floors and down a lot more lives will be saved.

it the right way in a way that doesn't hurt the economy. >> yeah, but stephen, you could close every loophole that's out there and that wouldn't make up for our deficit. >> no, but the president's plan of raising taxes on the rich, let's assume even he has his way. let's assume republicans go along with his plan. that at best raises about $70 billion a year. that leaves us with a trillion dollar deficit. this puts the president i think in a little bit of a hole. if the republicans give his way, what's plan "b"? what do we do next to deal with the deficit? the president and tim geithner basically this weekend said we've got plans to cut entitlements by 400 bill or ion 500 billion dollars. that's over ten years. we have a much bigger hole than i think anyone in washington is willing to agree is such a problem. >> lrepublicans are angry the president laid out this plan that they say he knew would just inflame them. >> that's true. >> why toedon't republicans act like big boys and girls and present their own plan about how they specifically want to cut entitlements? isn't that how you negotiate?
